The Ministers of Tourism in attendance represented the states that comprise the Central American Integration System (SICA). The gathering was within the framework of the Meeting of the Central American Council of Tourism.
SICA has been the economic and political organization of Central American states since 1993. Its members include Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, Belize, and the Dominican Republic. The organization strives for regional peace, political freedom, democracy, and economic development.
